How to you give a person "ownership" of a sub-arena?

There are two section in the arena.cfg (or for pub, server.cfg) that handle this.

Owner:UserId
Owner:Name

The userid is where you place the ID of the player who you wish to give access to (viewable using /*einfo).

The Name could be anything, such as "RocketGib's Shack". It doesn't have to be the name of the one who is in the UserID field.
