how can i turn warping off

i dont want that anybody on my server warps away before he get hit so is there any way to turn warping off? for everyone and for everwhere

and can i make frequency ships without using a bot? i know that with

[misc]
frequencyships=1 ..... but i want make it like ship 1 - 4 to freq 1, 5 - 8 to freq 2
