is there a file that shows me how to edit the settings?

Yes, look for the file template.sss. There are all settings listed together with a short description.

should also be a description in the in-game window (ESC, C)

I think Esc + C just uses the descriptions that are in template.sss.

they are the same descriptions, yes

just saying you can see them their, too
