Checklist:
    * modules.conf

      - directory enabled
      - billing disabled
      - billing_ssc enabled
      - enc_null disabled
      - security:enc_cont enabled
      - enc_vie disabled

    * global.conf

      - Listen Port of 30000
      - Correct Billing IP
      - Correct Billing Port
      - Billing ServerName of BlueT Jackpot SVS (DEV)
      - Correct Billing Password
      - Directory Name of BlueT Jackpot SVS (DEV)
      - Directory Description of ss://ds1.hlrse.net Development Zone
      - Directory Server1 of ssdir.playsubspace.com
      - Directory Server2 of sscentral.sscuservers.net
      - Directory Server3 of dirserver.ssnecentral.net
      - Directory Server4 of ds1.hlrse.net



ASSS does not connect to Isometry. Only one time it did out of a series of restarts.

That's your problem. The SSC directory server needs the VIE encryption to communicate. I assume your directory server is the same.
