Make sure [Permission]PermissionMode=0 in server.ini.
Also, make sure that the version1 folder in your zone's server folder contains Continuum038.exe (or the correct exe that came with that version of subgame).

Hey, I'm hosting his zone.
I just looked at the files, and they deleted the version folder. I just put that folder back in, and it works.
