First, start simpler. Second, don't use Visual Basic.

After you accomplish both of these, the answers should become clear. Also, the MSDN Library is your friend.

But how do I create easy interfaces like Visual Basic does and put code in it? Also I have already made a decent browser, it just needs extras now.

Doesn't VB have a wysiwyg form builder? I think your first picture is a menubar, the second is tabs.

Ok, first of, about the menus

VB has a menu creator , you can access it by pressing CTRL+E, or by clicking the icon shown on the screenshot (vbmenu1.png)
Note that when you create an application, you can use the wizard and it will guide you through many steps, one of which is creating the menus
When you have entered your menu items, you can access each menu item's code by simply clicking it like it was an actual application (vbmenu2.png)

As for the tabs, a simple way to work with them would be to create pictureboxes for each tab ...
Put the content of each tab in a separate picturebox, and when you click on the tabs control, you throw away the pictureboxes you don't want, and move the one you want to the correct coordinates (tabs.png)
Pictureboxes must be on the same group

code would look like this:

Code: Show/Hide
Private Sub tbsOptions_Click()

    Dim i As Integer
'show and enable the selected tab's controls
'and hide and disable all others
    For i = 0 To tbsOptions.Tabs.count - 1
        If i = tbsOptions.SelectedItem.index - 1 Then
            picOptions(i).Left = 15
            picOptions(i).Enabled = True
            picOptions(i).Top = 32
        Else
            picOptions(i).Left = -5000
            picOptions(i).Enabled = False
        End If
    Next

End Sub
