i'm curious if i can elevate/lower the level required for commands using the commands.txt rather than editing the plugins

or if anyone that knows how is willing to edit some command levels for me?

i've given it my best tries, and its just not working, the commands fail to even show up in the !help list and don't work at all

Nope, all you can do is change the operator level of the player; or, edit the source.
