Can you tell me a bit more about what the zone will be used for? Like..is it going to be just a couple people sitting in there or will it be used for something?
I will be starting up a new euro server soon called SSCI (PriitK is speaking to BD Vine about SSC currently and i'm sure I'll get it). The server is run on a 100 mb/s line with unlimited bandwidth. It's run by a company called EDS which has 140,000 employee's in 60 countries.
You can ping league.nu (which is hosted by the same company) to test latency.
