Should be ServerIP=127.0.0.1

Yeah, ServerIP definitely has to be set to something.
Either 127.0.0.1
or
localhost
If you're using a router, you might have to set it to your real IP.. Visit whatsmyip.org to know it (it could change each time you connect to Internet, depending on your ISP)

I changed the ServerID to 8600, and found that my ip doesnt change, put in my ip, but now it fails to connect to the billing server and says it is beginning in stand-alone mode

thats because your subbill.ini isnt configured right. Stand-alone mode means its running only the server and not the biller. Make sure you make the correct changes to subbill.ini to reflect the setts in server.ini.
