I'm just curious then, what's the difference between radarzoom and bulletspeed. Doesn't hyperspace have a item that increases radarzoom for the player?

I don't see how the radar and weapons are related, other than being able to see bombs/mines on the radar.

Yes we do. Problem is that a client uses its own settings when doing physics. Changing YOUR warbird velocity will change the bullet speed of all warbirds on YOUR screen, but no one else's.
So not only are your bullets no faster on everyone else's screen, you're seeing theirs wrong too.
Any setting that directly impacts game physics cannot be (simply) changed. This includes repels, bursts, bomb speed, prox distance, radius, and a ton of other things.
There are some hacks that one could use, but they apply in very limited circumstances, such as turreted players. In general, there is no way to change bullet speed per player.
