Did they just slapped on the setts of the top of their heads or did they really play-tested them in game?

Rod had a simple design in my mind which they implemented.
After of they've configured some generic basic settings in.
Then they've tweaked them about through rigorious testing until they've come up with the winning balance.

SVS settings were not created by any finite being. Any attempt to create a similarly perfect scheme will be futile.
