Nope, no one knows, because every single person who would know checks these forums at least once every two hours.
Make your own? Can decompress the LVZ file pretty easily. Without looking, I'm guessing they use a bot to send on/off signals to get fancy looking effects. Should be very simple to program.

Have you seen dragon ball radar on catid's site? I expect there is example lvz included in there.
