I've been working heavily on my skin viewer recently.
It works on both windows and linux using SDL. There is a secret key, pressing capslock will outline all the hotspots. Also for best effect you should put a zone.dat in the same directory.
If you find any skins that look different with this program please link me to them.
Source code is included if anyone wants to make a skin editor or just learn C and SDL.
