yes the sysop pw is matched the biller pw is matched the port is match whatelas doi need

What sysop pw?
There's no sysop pw that needs to be matched to the biller.
Server.ini [pasword] sysoppassword is to set access pw for zone's sysop.
Subbill.ini sysoppassword is to set access pw for the entire biller's sysop.
They're two complete different things.
As for the biller not connecting...
Noteable HotSpots
At server.ini under [billing]:
* IP is to be set to "localhost" not 127.0.0.1.
* ServerID must match the specified Port under server.ini [misc].
* Password must match the specified BillingPassword at subbill.ini.
At server.ini under [misc] Port must not be a number which is one above or one below the Port specified at subbill.ini.
