In some arenas they have those F1 Help Menus. Does anyone know how to create one of those?

The F1 Menu file is called Commands.hlp and you can also modify it using notepad as well.
Just make sure to put it in your [Misc] LevelFiles= of your ArenaNameGoesHere.cfg

I have the commands.hlp file ready but I don't know where to put it. I put it in my server folder but it still dosent display.

Your [Misc] Level File thing dosen't exist. only there is DefaultLevelFile. Should I add it?

It's server.cfg, not server.ini.
