Esc + F6 while in game should fix that. I find it incredibly annoying, too. I wish it were off by default.

I think glitched chat backgrounds ARE off by default... did you mean the help messages doc ? (because that's f6)

Yes, I was joking. He posted a picture of a chat window with the help ticker enabled (though I'll admit I did have to remove the green channel to see it). I just had a little fun.
