When downloading a zone for first time off of regular subgame biller, is the download speed capped? if so at what speed?

I think that the way it's capped is manifisting in the same way you are capped while ingame.
Each player is being distributed via a piece of the overall upload bandwidth that the host has, an equal share (I would hope in theory).
Well, they don't necessarily get an equal share, because each user may be in their own circumstances.
Say, one sits on a remote corner of the map in safe, another is engaging five opponents.
Naturally, the former will have little bandwidth consumption while the latter will demand more updated/ongoing information.
But in theory, they are to recieve an equal share, which is then being changed as said above by demand and supply.
Same is the treatment of downloading a map.
Basically, the less players in a zone, the more your share will grow, and faster you'll download maps.
