What do I need to do to stop getting

The people who trigger it all use Continuum 0.39p3

You need to use the subgame released by powerball (stag shot) in order for Pr3 to work.

ok, now for a real solution:

how can i allow all versions to play?

this patch denies anyone w/o pr3 access

Yup, I don't think you can. Or, if I remember correctly, you can choose not to apply the patch of making it so mod+ can enter with older versions.
