I think he wants the contrast/brightness changed before it is cropped to 16x16.

Just select the part you want, copy it, and paste it into a different image.

There should be 8 dark blue squares at the edges of your image, just move em around until the picture is the size you want

Copy 16 pixels vertical and 16 pixels horizontal. Then paste into TileEdit where you want it.
