Make sure no other programs are using the ports you want subgame/subbill to run on.
If you have no idea how to see if any other programs are using the ports, the following might help.
1: Using netstat
Go to Start -> run.
In the box that opens type "cmd" and click OK.
In the black console window, on the command line, type "netstat -an".
This will list all active ports, including protocols/status.
2: Using Active ports or TCPView
Download Active ports or TCPView.
Run one of these programs and check if your ports are in use.
