as some of you know i'm working on a new zone. i previously was on ssdt and as i was developing zone, i could talk and everything in pub just normal. then one day i couldn't talk to people except through *arena / *zone messages, freq chat, and pm's. i already tried all the *lock commands like *publiclock and all that stuff. any ideas?

You need to be connected to a billing server to be able to use chats.

yeah but anyway, ssdt was on ssi biller i think, and when we were in there we couldn't talk in the public, i'm pretty sure it must be a setting i messed up, because i was constantly changing them and then one day we couldn't talk in PUBLIC. here's what i have under the [Message] section, but I don't think it's one of these.

AFAIK the command is *lockpublic, not *publiclock.
Have you tried recycling the server?

I have the exact same problem in a subarena in 17th - ?go survive. Somehow you can't talk in public chat (every other chat you can).
I have checked all settings and they all seem fine, nothing should be wrong.
Any thoughts?

Could be what trench refers to as "blueout" that they use in TWL games, uses *lockspec
