Can Sysops/Smods/Moderators see all team chat from all teams? Is there a command that allows them to see all chat in an arena?

I wanted something to monitor chats for ASSS, but after I was given the example of players leaving because of private chats being monitored I didn't anymore.

People do love that fact that chats, and private messages are pretty well "private" (within reason). The only issue, is people being on a chat that no one wants; and there is no way to kick em off w/ subbill...
