In this example it says "IP=localhost" but in my server.ini it says IP=127.0.0.1, should I try the value "localhost"?

localhost and 127.0.0.1 are the same but localhost can translate in to another ip sometimes. try it and see how it works.
A good practise is if u have a network card installed, use its ip but the problem is if the network card's ip is dynamicaly assigned, you will have to keep changing it.

I get the same problem, my friend added it to his list and it has an 80% packet loss in the trace. It keeps timing out so how do I fix this? Would it have anything to do with the slow iteration warning?
Even my sisters computer which accesses the internet through my computer brings it up as red and its sitting right nexto me with a trace that you wouldnt even bother running.
I have attatched my system info and will keep posting all relevent info I can find, I will even post my server.ini and subbill.ini (minus passwords) if it will help (I havnt customised anything in them yet).

Are you using a 56k modem and internet connection sharing software?
Maybe in server.ini delete [Misc] ServerIP= or actually give it a value (www.whatismyip.com, if 56k then you'll probably have to change it everytime you dial-up).
server.ini [Billing] IP= is a separate problem, but I would put localhost in there.

Do you see any errors/messages on your subgame or subbbill windows?

The windows sometimes display slow iteration warnings and I believe the other message which sometimes appears reads something like 'show as terminated' but the windows still do connect and run. A list of solutions I have tried can be found in the thread Zone Name Appears In Red.
