Uhh..... Phpbb is kinda confusing.... all those words...
Mine you better help me on this please.... or at least someone.... plz?

Uhh.... I'm not at my own computer right now, but the problem is that I don't undertand the install guide that much. Its a little like blah blah blah.
(Sorry. It's just that Im just caught up in school, i act grumpy. Please excuse my grumpyness) Its has 1 million words on it and im too lazy to read thru the whole thing. (figuratively) Please help:

just upload all the contents of "phpBB2" into the directory of your choice ("forum" is a good name)

chmod config.php to 666 and then go to yourdomain.xxx/forum/install/install.php and the script will guide you completely from there on

Please read all those tiny little words that they typed up in the Installation Guide. All those words are their for a reason, as they answer 99% of the questions.

It is a very well documented script.

3. Change the permissions on config.php to be writeable by all (666 or -rw-rw-rw- within your FTP Client)
4. Using your web browser visit the location you placed phpBB 2 with the addition of install/install.php, e.g. http://www.mydomain.com/phpBB2/install/install.php, http://www.mydomain.com/forum/install/install.php etc.
5. Fill out all the requested information and hit Submit
6. Change the permissions on config.php to be writeable only by yourself (644 or -rw-r--r-- within your FTP Client)
7. Click the Complete Installation button or revisit the location you entered above.
8. phpBB 2 should now be available, please MAKE SURE you read at least Section 8 below for important, security related post-installation instructions.

If you experienced problems or do not know how to proceed with any of the steps above please read the rest of this document.

I have NO knowledge of using FTP
I have NO idea what they mean by host
What file (web accessible) should i put the archive to?

There's many sites that will host a forum for you on the internet. Google it.

if you actually have a host and can create a mysql table, I'll do it

The question board is for a zone i am sysop in.

And also if the zone im sysop has a website already (www.freewebs.com/tacticalwarfare) from another one thats free will it still count as web hosting?

freewebs doesn't allow php or MySQL so you'd need to find a host that allows that...your host is freewebs i dunno any free hosts that allow php and MySQL though

dunno about php, but freewebs claims to support cgi
