a good biller will have a complete help list
either ?bhelp or ?man or something like that

SSI and SSN have ?man
No one has ?help for billing, since its used as an alert command. SSC's commands are listed on shanky's server help section.
The password used for ?blogin (?login for SSI) will have been issued to you an by admin.

?blogin with the sysop password in the billing.ini
Add yourself as an op
Logout and login again with the password you issued youreself.
Use ?ban <args> name.
Its best to use an established biller such as SSI or SSN. Theyre database's are FAR more complete and useful for banning, and generally have more effective banning capabilities than the standard stuff.
