well, for it to work that way, you would have had to upload the file "ship1.gif" to the server ("*putfile ship1.gif" in-game if you are a sysop ["ship1.gif" must be in your main Continuum directory (eg. C:\Program Files\Continuum)])
...but, it's a much better idea to use .lvz files to replace graphics
(of course for ship images only it IS a good idea to use "misc:levelfiles=ships.bm2" - the .bm2 is important, but you should be able to use .bmp, .gif, .jpg or .png and just rename the extension)
(use "misc:levelfiles=shipinfo.dat" for shipinfo.dat, too [barring bugs I haven't bothered to note yet])
just separate multiple .lvz files with commas (eg. "levelfiles=blah.lvz,blah2.lvz,blah3.lvz")
anyways, head on over to this old post for instructions on how to setup a background image using .lvz
you don't have to use .jpg, of course, that's just what that guy wanted
