LVZ/LVL Questions - i need help _again_

Post subject: i need help _again_

I was hoping to create an LVZ for my server to display a image0 all the just not above the ships, so like ships fly above it? Here's the INI at the bottom of this message, and for some reason it's not displaying in the game... if anyone could help me out, it'd be great... (and yes I've included the lvz in the server folder and it's in the LevelFiles CFG entry)

Hint: Run DeBuildLevel.exe on your .lvz whenever you think you have a problem with it. It will create a subfolder with EXACTLY whats in there. If done so with the above lvz, it would have shown no .bmp file.
