Are you using your own billing server, or running off someone else's?
If using your own, you need to shutdown your zone before you shutdown your billing server. Don't click the Xs on the window to close then, instead hit SHIFT+F12. Or, you can check out our Zone Hosting forum where some people every so often offer hosting for zones, and also offer billing servers for public use.
If its someone else's billing server, not much you can do other than to make sure you shutdown your zone correctly, either ingame *shutdown or using SHIFT+F12 on the dos window.
